Abstract
Explores «stable totalitarianism» —a scenario in which a global regime uses emerging technology to permanently lock humanity out of its long-term potential— as an example of what Toby Ord calls an unrecoverable dystopia. The video reviews technologies that could tip the balance toward centralized control (AI-powered mass video surveillance, automated censorship by large language models, and emerging brain-scanning research), and then discusses countermeasures: narrowly-scoped regulation, privacy-preserving engineering (illustrated by the Apple–Google Covid-19 exposure-notification system), and strengthening democratic institutions. It closes by considering the tension between the global coordination needed to address risks like unaligned AI and engineered pandemics and the totalitarian risks that broad surveillance itself can create.
