Abstract

In this talk, I present the idea of using computational resources (short compute) as a node for AI governance. First, I will start by talking about recent events in compute and AI and how they relate to compute governance. The talk identifies three properties that make compute particularly governable compared to algorithms or data—excludability, quantifiability, and necessity—and outlines three main interventions: monitoring usage through quantifiable metrics, restricting access via supply chain chokepoints, and promoting responsible use through subsidized access. It argues that compute governance should include hardware-enabled verification mechanisms and international cooperation rather than relying solely on export controls.
