Abstract
This essay explores the transformations in the nature of the State and the structures of power because of the increasing economic and political integration between countries. It suggests the development of new structures of power that affect wide sections of the world’s population and that determine the access of many people to the enjoyment of rights and opportunities, so arguments are given in favor of new institutional arrangements that subject these structures to democratic principles and to the respect of the rights of the person.
