Seeking stability in the competition for AI advantage
RAND Corporation, March 13, 2025
Abstract
A commentary on Superintelligence Strategy, in which Dan Hendrycks, Eric Schmidt, and Alexandr Wang offer a vision for how the United States and China could compete securely and safely as they develop increasingly capable AI. The commentary evaluates the report’s proposals—most notably “mutually assured AI malfunction” (MAIM), an analogue of nuclear mutually assured destruction under which any state’s aggressive bid for unilateral AI dominance would be met with preventive sabotage by its rivals—and their implications for AI policy debate.
