“Ian Stewart was a major force in public policy research, analysis and advice in Ottawa from the mid-1960’s to the early 1980’s. In his work as a public servant Ian continually brought solid research and analysis to public policy issues, including the role of the state. As we deal with the many challenges ahead, we need more of this approach.
